Broad Assignment Aims

This assignment aims at testing students’ understanding of e-procurement systems (a type of information systems) by drawing on the views expressed by IS/IT scholars. Students are required to find two articles that present case studies on e-procurement systems implementation in the government sector. One article focuses on the Australian government context, whereas another is concerned with the non-Australian (e.g. Singapore, US, UK) government context.

Drawing on these two articles, students are required to systematically analyse the context within which the government agencies have implemented an e-procurement system and the benefits those agencies have experienced as a result of implementing such a system. In doing so, students are expected to highlight their insightful views on e-procurement systems benefits for the government sector context by analysing those experiences in terms of relevant IS/IT literature.

Specific Instructions

Articles on e-procurement systems implementation benefits for the government sector can be identified using various search engines like google scholar and Monash

University library databases. Please carefully read those two articles (described in the previous section), and drawing on the reading of other articles on e-procurement benefits as well as based on your general understanding (developed from attending FIT9123 unit and reading relevant articles identified at your own initiative), prepare Assignment 1 report addressing the following questions:

Question 1 (10 + 10 = 20 marks)

  1. Describe the context of the two participating government organisations, chosen from two countries, in which an e-procurement system was implemented.
  2. Describe the e-procurement system that the participating organisations (in Question 1a) have implemented.

Question 2 (5 + 5 = 10 marks)

  1. Describe how the notion of ‘e-procurement system’ was defined by the authors of those two articles that you have chosen (in Question 1) for the purpose of this assignment.
  2. How are the definitions of e-procurement system (as proposed by the authors in Question 2a) be explained in terms of IS definition discussed in Week 1 Lecture of this unit? Discuss.

Question 3 [(5 x 5) + 10 + (5 x5) = 60 marks)

  1. Drawing on the ideas of “IT/IS benefits” discussed in Week 1 Lecture, identify as well as describe five benefits that each government organisation (described in Question 1) has experienced from implementing an e-procurement system. Support your arguments using relevant literature sources.
  2. Describe the attainment of e-procurement systems benefits (discussed in Question 3a) in terms of IS benefits taxonomy discussed in Week 1 Lecture.
  3. Identify and then briefly explain five (5) most critical factors that you believe have contributed to the attainment of e-procurements systems benefits at each government organisation (described in Question 1). Support your arguments using relevant literature sources.
